Be careful, the crystal balls are awarded to both players. So once the 7 crystal balls are together, it is the player who will manage to bring Shenron first who will have the right to grant a wish to the dragon. To summon Shenron, the seven Dragon Balls must therefore be met, but you must also have seven Ki bars loaded.
